Emails not going out

I had posted something before, but have since moved my site again, and now am finding that when someone registers, and after paying at paypal, they are not receiving their welcome email.

So I have under > general options > New User email message – and it’s customized

Now under paypal options, I also have another email that goes out to new users

First are both of these suppose to go out? And second, what should I be checking for as neither is going out.
