Free registration form problem if logged in

I use the free registration form for free register and payments by bank transfer. The problem is that when a user is logged in and visits this form, is able to create a new user registrarion(while logged in)! Even if the user is a paid member and has access to upper level(1), can create a new profile to level 0.

The way that should work, is as the paypal pro form. When a user is logged in, the fields of paypal pro forms are automatically pre-filled.

I am confused with this and why it’ s happening and it is necessary to be solved.

OR: Please advice me which the best solution in order to offer as a payment solution, the bank transfer and if it is possible not to create two forms(one for paypal and one free for bank transfer). We want to be able to have one form.
