How can I limit simultaneous downloads

My site have too many videos and I don’t want users to start downloading like 10 or more files at a time. I noticed there are website out there where they only allow 2 simultaneous downloads per user. How can I do that by s2member or some wp plguins? I have seach the plugins of wp but all of them were limit user login. PS：Does the Dynamic IP Restrictions module from Microsoft can do this? I guess this feature is might block page requests also not only the file download. http://www.iis.net/download/DynamicIPRestrictions Anybody can help me, thanks very much.

If you’re using the s2member-files folder, it’d be your server, if using Amazon, then it’d be with them. Try asking the hosting you’re using how it could be done, they may know how to do it if it’s possible.
