Member signed up but subscriber not level 1

I had a customer pay via paypal, signup for a subscription account and get returned to the site not as a level member 1 as everyone else, but as a subscriber. Her paypal info didn’t make it to the account either.

Here is the button code we use:

Looking at the logs she is clearly being setup as access level 0, or subscriber
