Not receiving confirmation email

I have read MANY posts relevant to my problem and none are fixing my problem. I am receiving confirmation emails from FREE memberships On paid memberships, I receive the paypal receipt but not the confirmation email with registration instructions. I have removed all non-essential plugins that may interfere, I ran the scanner and it came up all green, I have customized the confirmation email so that it’s not generic and spammy. Yet nothing works.. I have tested several times with no luck please help!
