Problem with restriction options on this site:
http://transparencysite.com

Restriction Access options is set to “all,” for all posts, pages, categories, tegs

Yet when I am logged out – all my pages are still visible on the navigation menu (twice it looks like)

Any suggestions?

* Looks like S2Member is not recognizing WP menu.

Have you checked under Dashboard -› s2Member® -› Restriction Options -› Alternative View Protection?
