If a payment fails for a user is it possible to have the system send some sort of email notifying the user that his/her payment failed? I have cases where my users forget to update their PayPal CCs and for whatever reason a payment fails and they had no idea about it happening.

No, I’m sorry but this feature is not available in the current release of s2Member® or in s2Member® Pro. It is on our list, and a future release will make this possible. There is no formal release date at this time however.
