Prevent Unlimited Fake Email Registrations

How can I prevent users registering with fake emails as many times as they want in order to access the free material on my site (offered only a level 0 subscriber up to 5 downloads)?? If this is not possible in s2 member is there another plugin that can do this? Perhaps a plugin which forces users to activate and verify their email addresses.
