Pro Form forcing level 4 membership

I would like on one page for users to register freely at level 1. I have used the following code [s2Member-Pro-PayPal-Form register="1" level="0" ccaps="" desc="Signup now, it's Free!" custom="www.chamberstuition.co.uk" tp="0" tt="D" captcha="clean" /] However users are being registered as level 4. I have another page which uses the following code successfully [s2Member-Pro-PayPal-Form register="1" level="2" ccaps="" desc="Tutor Registration Form" custom="www.chamberstuition.co.uk" tp="0" tt="D" captcha="clean" /] (Ps the /wp-login.php?action=register way is not working so i am having to use a Pro Form for level 1 free access – in theory this should be fine??)

Problem was to do with member-loop which had filters for certain members ie current_user_role !=”subscriber”
