Redirect to member page in stead of registera

A user logins into the website using the lowest subscription (free), when they click on a page which requires a level 2 membership they get redirected to the registration page and not the membership page how can I change this please?

if you go to:
http://www.classroomsecrets.co.uk/how-many-pence-are-there-in-tricky/

and click on the download link. If you havent registered or signed in it goes to the login page if you have signed in as a level 1 (free member) then it goes to the registeration page. If you have signed in i want it to go to the membership page if you are a level 1 member. If you are already a level2 member then it works fine as expected.

I see that is indeed very strange…
