Tabulations & Specific Text / Level User

Sir,

I am trying to create horizontal tabulations within a page and specific content for each tabs.
Each tabs should show a specific part of text for specific level of users.
But,… I do not get any results; the content does not come out even if I am logged a super admin.

I have modified the fonctions.php file as requested.

Can you correct this if it is needed please ? I really do not get the point.
