Tag restrictions only partly working

Configuration: Category Latest News Tags Members Only Restricted to subscriber level 3 and above Committee Restricted to subscriber level 4 and above When I post a new entry under the Category “Latest News” with a tag “Members Only” I find that the post appears in the category listing. Is there a way to exclude posts with tags “Members Only” appearing in the listing of posts associated with the “Latest News” category. The system is blocking access to the main body correctly, but the post except is incorrectly appearing. OR do I have to add my own the-posts filter to do the filtering?
