User Access to Post Level Restrictions

I’ve noticed that after modifying user roles, say of my user role “author”, so that they can post only blogs, when they go to the blog admin they are also able to select and set “Post Level Restriction” access and also “Require Custom Capabilities” through api scripting. How do I remove these features for everyone who does not have an “Administrator” role?
