It’s most probable that’s the cause of the problem, please try the steps in that post, see if it works.

You mean that in a limited period a certain file can be downloaded by all the users?
In any case, it’s currently not possible to track what users download a file, and it sin’t possible to track how many times a file has been downloaded.
