according to iDevAffiliate; it happens at PayPal:

If you are only using PayPal Subscription buttons and have integrated with PayPal Buy Now & Subscription buttons, you do not need to use this feature.  Leave recurring commissions turned off.  The PayPal integration handle recurring commissions for you.

So this is what I understand:
1) I approve the first commission and pay my affiliate from within iDevAffiliate
2) From then on, all future recurring commissions take place on PayPal without my intervention

If that’s the case, is there a way for me to verify how many sign-ups an affiliate has brought in?

I think you should ask this to iDev’s support, since they’ll know better what to answer. I’m not very familiar with iDev myself, sorry I can’t help you more with that. :/
