Will this configuration work?

I have a client who needs things to work like this. I set up everything in S2Member and then they wanted things switched around like this. Only problem is I’m not sure how to approach it, what the simplest way to do it is or if it can be done. I’m not a developer. Any suggestions would be appreciated.

1. Clicks join now
2. Fills Out Application form & payment option with terms. Payment should be taken at the time of application.
3. Admin receives confirmation & and membership request for approval
4. User receives confirmation, with link to create an account
5. Admin then approves payment on authorize.net
6. User follows link and creates a members only account.
