After further testing, it appears that a person at least has to be signed in to the members area, but that could mean free members could access the page too. The other concern I have is that I do not receive notifications when someone buys a page/post specific product. I usually only find out when I open my paypal account for some other reason. This is always a good surprise, but should I be getting an email to notify me when a post specific sale is made? I do have the IPN set up and do receive notifications when a new member signs up.
