Okay. Disabled all plugins and enabled S2Member first and there it was in the left hand menu.

To be clear I am looking for this

Dashboard -› s2Member® -› PayPal® Buttons -› Capability (Buy Now) Buttons

But I have no s2Member access from dashboard. I can only access s2Member via

Dashboard -> Plugins -> Settings
