Does S2 have a way for me to send a email to all my users based on their subscription level?

No, s2Member doesn’t have this. You’d need another plugin for that. http://wordpress.org/extend/plugins/search.php?q=email+users&sort=

Or you can integrate use a service like AWeber or MailChimp and integrate it with s2Member. Video » s2Member (API List Servers)
