I would like to be able to email specific levels of users.

For example, I would like to email to just free (level 0) users and try to get them to become paid members (level 1+).

Or I would like to email certain paid members and try to get them to upgrade to a higher level.

Or just to a certain group to say thank you or annoucent an event or such.

Can/how may I do this?
