HELP! open registration

I have opted NOT to allow Open registration on my site but the wp-signup.php page is still unlocked. can anyone tell me what am I doing wrong here?

Thanks for reporting this important issue. Were you logged in as an Administrator when this occurred? Please try logging out before testing this type of thing. It can get confusing I know, but an Administrator will always have access, regardless of configuration. Please let us know if problems persist :-)
