HI

Can anyone recommend where I can find an experienced s2member developer to:

1. Add functionality to display pop up or on screen message when user does not have sufficient access

2. Pass custom capability settings as part of mailchimp sign-up

I did post a job to odesk but did not get the impression the people who responded really understood.

I would suggest you contact Krum Cheshmedjiev. He has already developped a s2M+MC plugin to synchronize s2M and MC bidirectionally. I think he might be able to work at adding the ccap functionality part.
