I was able to fix my issue by using shortcodes and modifying the pages that I wanted restricted. This is still a bug that should be looked into though, I don’t think your page restrictions for level 0 is working correctly.

URI restrictions also give the same result.

Just an update – it even locks pages at the admin level (i.e.) when I’m navigating logged in as the admin, if I have a page that’s restricted, I cannot access it. Posts work fine. The whole issue is with pages. Tried by category, tag, page id, as well as restricting using the dropdown on page edit screen. Always the same issue…
